Hello
I have a card Twinhan Azzurri Wave 410
Ali and Windows 8 video cut either on Windows 7 plain cut
What is the problem

I don't understand what you mean. but I believe you will need to install more codecs and try different video codecs and renders.

open up statistics bar (Options->Layout->Full)
then check if you have "Packet Losses", if you have packet losses, it means signal momentarily drops. because of wind / cable or tuner heat / hardware problems.
if not, you just need to change the video codec and video renderer.
If this doesn't help, try on another computer, to see you have problem with system components and hardware.

Problem on Windows 8 on either Windows 7 runs normally without any problem

I can suggest updating all drivers if possible as windows 8 has modified driver architecture (not sure what the changes are as most windows 7 drivers work but some of them have problems under windows 8) and manufacturers started to release new drivers specifically for windows 8
SkyStar HD with TechnoTrend 5.0.2.1 drivers
reported by system as TT-budget S2-3200 (BDA)
on Windows XP/Vista/7 all 64 bit
mainly windows 7 x64 pro PL

Intel Q6600 12GB of RAM
GeForce GTX 280
dish at HotBird/Astra standart DiSEQC 1.0 swich
Motherboard Asus P5Q
