can you try a manual scan with "Turbo 8PSK" as modulation ?, on a dvb-transponder when bda.dev is selected as device.

it will act differently for SkyStar USB 2 HD CI on v1.5g, just to test it, please write to results here.

Can you try adding one of the lines to conf.ini file ?
One of them might work, if works let me know please. Try both but not at the same time.

TechniSat UDST7000BDA DVBS Tuner1=twinhan.ext

TechniSat UDST7000BDA DVBS Tuner1=technotrend.ext

conf.ini, you can find this file in devices \ bda_extensions folder.

C:\dvbdream\Devices\bda_extensions\conf.ini

open the file with notepad, add the line and save. you will need to restart DVB Dream

you can try on a Windows 7 PC if you have a chance with latest up-to-date BDA drivers. I believe they should support S2 definations in latest MS BDA standard.
