OK I resolved this and would like to convey this to other people who are using Windows 8.

Unless you install the Windows 8 Media Center Pack, you won't be able to play DVD or broadcast TV naively.
And yes you need to purchase it!! I say f#$k that!

I just installed the free lav and FFDShow filters and dvbdream video started working!

From M$:
Acquiring either the Windows 8 Media Center Pack or the Windows 8 Pro Pack gives you Media Center, including DVD playback (in Media Center, not in Media Player), broadcast TV recording and playback (DBV-T/S, ISDB-S/T, DMBH, and ATSC), and VOB file playback

so the problem is that Windows 8 probably doesn't include MS video / audio codecs. Users will need to install 3rd party codecs just like in XP
I still couldn't find time to test Win8 beta /rtm

Windows 8 is shipped without mpeg2 and h264 codecs by default (got this info from M$ support center in my country) so no native video playback in windows 8 :]

Here is the explanation from Microsoft about removing codecs in Windows 8.

I have dvbdream 2.2c OEM with TBS 6981, and video freezes when I enter fullscreen mode on EVR(windows 8 Pro). Please fix this!

It seems that some codecs don't work well in Windows 8 as far as I've seen in my tests. Probably codecs need changes in the way they work in W8.
Please try FFDShow (free/GPL) and try, it works well here with EVR on W8 64 bit.
