Ok, found solution. I have to first use MPEG2Repair to "fix" the dd ts file. Then both cutters can load the file correctly. TS_Packet_Editor works great, except it creates annoying edl files as an in-between-step (easily deleted). H264_TS_Cutter has stability issues (it will randomly stop loading). ...

I tried both cutters, but can't get them to work.

TS cutter has a problem with the type of input frames (tried all) and gives error msg without loading file.

TS editor seems to load file, but it won't play/edit.
