How can record once every 1 hour

Use DVB Dream through command line. (Check DVB Dream help file, command line section.)
Then you can send command line commands to start /stop recording from any external utility tool, or windows scheduler. (this is up to you to find out)

it is most likely bottleneck of maximum card & motherboard data bandwidth limits, I don't think there is anything much to do in software

Not sure but you can try on trial version. If you are planning to buy a new card, then TBS cards are recommended for DVB Dream, (or Genpix if you are in North America)

did you try the channel through VLC streaming feature? install VLC player on the same computer and use the option in DVB Dreams Tools menu.
Does it play there? maybe packet losses or some kind of encrpytion is in place.

Installing two separate copies of DVB Dream the best way .
You can share channel list and pluging (by setting the channel list read-only on one of the installations) Just need to setup up shared folders in options dialog. Some plugins might not like being shared.

thanks for reporting, there are probably too many channels on the transponder. Is it a radio only transponder?
I've fixed it, fix will be available in the next version.
