A few problems with h.264 DVB-T

In Poland DVB-T is during the test stage. There are two providers. Now both MPEG2 and MPEG4/AVC are used simultaneously (temporarily, they plan to use only MPEG4).
I experience some problems watching H.264 DVB-T.
Some channels work fine, some not. Even in the same multiplex I encounter such situation. There are 3 h.264 channels (and 3 MPEG2). One works always perfectly, the other two are usually with no picture, only sound. Sometimes the picture appears, but with stuttering and it gets delayed to the sound (no stuttering on the first channel).
The CPU usage is between 1-4%.
The only video configuration which works is:
CoreAVC (K-Lite codec pack)
Generic video renderer (with VMR and VMR9 I get something which doesn't look like a regular TV program).
The smaller problem is that I can't resize the picture of h.264 channels (no problem with MPEG2). No matter whether the window is in the original size, maximized or it is in the fullscreen mode. The TV picture is in the original size.
