how do you get VP 7021 to start?

how do you get VP 7021 to start?

I dont need disque because I use a multiswitch,but cant start device,I read to use scanmans, 1.07,put this in device folder,but would not let me use this driver to install the 7021 on the laptop,is there a how to anywhere?thanks in advance. I used my theater driver to install 7021 on the computer.
