Can winlirc do this?

Is it possible using this hardware / software (genpix skywalker 1, plus winlirc, plus universal remote, plus DVB Dream) to do the following?

-I like the remote to be able to communicate to the PC to control DVB dream even when DVB dream is not the active window in "windowsXP". Can this be done using winlirc?

Sometimes my wife is using the computer on one monitor and i'm watching TV on the other (Dual video out Vid Card)... and i need a way to make the dvb Dream window active.

"Universal remote" must be supported by WinLIRC, then it should be working, then you could use also HotkeyP for more options (e.g. run DVB Dream with remote). More here:
