Internet feed streaming

I am sorry to show my ignorance - but I might as well confess now !

.
can I use DVB Dream to deliver internet streams? I am assuming that the delivery and display may be more reliable and better quality.

Yes, Dvbdream has a UDP streaming feature.
However, that stream is fairly involved and best done on a local network that is wired.
In order to stream it online, you need to think about your upload speed (most peoples UP speed is a 1/10 of their down speed)... therefore you will most likely need to crunch that stream further. I think VLC can do this for you, but it will require some configuration and patiance.

Just to give you an idea. If I stream from dvbdream to another PC, the actual signal undmodified is:
6.0 Mbit/s - 9.0 Mbit/s on an HD channel
1.0 Mbit/s - 2.5 Mbit for a STD channel
Now my provider uses DSL and my UP speed hovers around 768Kbits/s. So as you can see, this can be a chalange and requires you do use a thrid party program to compress the feed in some way.
