Is there a module to do a blindscan?

Is there a Module wich says me from which orbital position I am receiving? It should do a blindscan an when a signal is found analyse it.

USA - This idea was proposed by Charlie Ergen to FCC during 1980 era so a C-Band satellite receiver could slowly scan the arc and know each satellite.

Guess what, FCC never required satellite owners to have an ID signal transmitted.

Thus, what one is asking for is a software program that can ID a satellite transponder with an unique signature on some transponder...ain't going to happen.
