Suggestions welcomed, Estonia, Finland !

Hallo from Estonia,
Installed yesterday for the first time DVBDream ver 1.3a. My Kworld DVB-T 220 pci card seems to work properly with this program. Lots of finnish channels and some estonian channels also + digital radio from Finland.
Estonia will launch its DVB-T in Mpeg4, how can I see it, my Kworld says MPEG2, but I hope its not in the hardware. Any codec someone can suggest!!!
Also suggest me a prog to view finnish Can+ decr by C...x. Estonia will launch on dec1 17 channels and all also decr by C...x
