diseqc support was not included into original BDA standard (it was added later, in PBDA standard).
Thus, generally speaking, BDA drivers do not work with diseqc devices (switches and motors).
Unless the application is aware of the way how to use non-documented features of particular BDA driver.

which means:
1) BDA driver has to have some extended functions (beyond BDA standard)
2) application (or interface) has to be aware of these non-standard functions (that is, know how to call them)

and as you can imagine, these extended functions are different from BDA driver to BDA driver.

there is a solution.
You either need
1) to use DVB-s card from the list of supported devices
or
2) write your own interface for this card (or find a person who can write this interface; or ask manufacturer for SDK for this card, upload it here, and someone will help you to add this card to supported device list)

the SDK you provided is for B2C2.
you probably have to find why B2C2 interface is not working with your card first.

I have tried to contact Technisat to get programming information to add support of their new devices on DVB Dream.
Still no answer from the company.
Maybe you should also try to contact them, I am ready to do anything to add support of new devices.
List of supported devices, right now:

DVB Dream - because I have to dream about having time to code it

For SkyStar 2 PCI Motor should be supported, but it doesn't work good, confirmed also by few other users from Slovakia.

Just to say, may be you can integrate opensorce TBS6925 DiSEqC interface which freely available and work like a candy fo AltDVB.... Still waiting for answers for random crashes problem, will help in any manner. IMHO if you take into account TBS6925 AltDVB BDA2 interface, this problem will be solved completely...
PCI-E: TBS-6925 DVB-S2 (rev. 2.1)
Drivers: 1.0.1.11
OS: Windows 7 x64
PowerTech HH Mount Motor DG380
DiSEqC 1.0 x4 Switch
LNBF1: Ku-Universal-Linear
LNBF4: Ku-High-Circular
