I've got a sky star USB HD and I used to use it on win7 32-bit properly but I it's been 2 weeks since I purchased my new ASUS laptop which has win 7 64-bit version (home premium) and I have not succeed with running the DVB properly. the difference is that when I run dvbdream in my new environment it runs at very low speed with low signal quality that I'm not able to search any channel.
I would be glad if someone inform me about the issue.

Weird, check your USB port speed on laptop please, if it is USB standard 2.0 compliant? try to plug it into other USB ports.
If it doesn't help, make sure you use the same driver version between both Windows versions.
Low signal quality brings question, if you changed the cables or anything connected to input of Sky Star USB HD ?
It is most likely a hardware issue, since you got it working properly before.
