If I am tuned into channel Y and the timer is set to record channel X, of course it has to change channels. But if it is already tuned in to X and working, there is no need to switch.
Why? I can leave it tuned into channel X in renderless mode, and have a timer come on and record channel X. If it isn't able to re-tune for some reason to the same channel that it was already tuned into, the recording is missed. It makes more sense not to try to switch channels from an already tuned in channel.
