HOW TO Change Record Format Mpeg-1(VCD)

Halo dear all friend in this forum, any body know how to change record
to format Mpeg-1 (VCD) pleass help.. how to do it for DVBDream

use a suitable conversion / postprocessing software.

DD doesn't convert the MPEG2 stream (that it gets from the broadcast) to any other format.
DVB Dream - because I have to dream about having time to code it
