I don't understand what you mean. but I believe you will need to install more codecs and try different video codecs and renders.

open up statistics bar (Options->Layout->Full)
then check if you have "Packet Losses", if you have packet losses, it means signal momentarily drops. because of wind / cable or tuner heat / hardware problems.
if not, you just need to change the video codec and video renderer.
If this doesn't help, try on another computer, to see you have problem with system components and hardware.

I can suggest updating all drivers if possible as windows 8 has modified driver architecture (not sure what the changes are as most windows 7 drivers work but some of them have problems under windows and manufacturers started to release new drivers specifically for windows 8
