12e + WinCSC = no ProvID detection

On most channels there is no detection of Provider ID in 12e with WinCSC.
I also tried DvbDream 0.8.7, Prog DVB, AltDVB - no troubles with detection on the same channels, everything is working fine.

fixed in v1.3 (next version)
DVB Dream - because I have to dream about having time to code it
